The Wood Oak City Police Department is ostensibly the law enforcers of Wood Oak City. However, due to corruption and constant bribery by the Syndicate Crime Organization, little actual police work is done, and the Syndicate thugs are allowed to run through the streets mostly unopposed.
Streets of Rage[]
Due to either being in the Syndicate's pocket or being too terrified of it to stick their necks out, all the efforts of Adam Hunter, Axel Stone, and Blaze Fielding to establish an anti-Syndicate task force fail. Finally, Adam, Axel, and Blaze take matters into their own hands by resigning from the police and become vigilantes to take the fight to the Syndicate directly.
Proving there are at least some brave souls in the W.O.P.D., they are backed up by police officers who support them with heavy artillery.
Streets of Rage 2[]
After Adam, Axel, and Blaze successfully defeat Mr. X and put a stop to the Syndicate, the police spend the next year restoring order to the city. Adam returns to the police, but Axel and Blaze do not.
One year later, Adam is kidnapped by the returning Syndicate, and with the previously mentioned police officers either fired or transferred elsewhere, Axel and Blaze have to go after Mr. X without police support.
Bare Knuckle III[]
When an experimental weapon called "Rakushin" is detonated in the city suburbs, causing massive damage and casualties, the Police dispatch Axel and Blaze, whom Axel is now Reinstated as an Officer, to investigate the incident and bring those responsible to justice.
Streets of Rage 3[]
When the Syndicate plants a series of bombs around the city, the police go into action to disarm them. However, this is merely a ploy to distract the police from the Syndicate's true objective: to kidnap the Chief of Police and other important civil officers and replace them with robot duplicates that would give the Syndicate control over the city. Adam, who still has obligations to the police force, cannot aid Axel and Blaze directly, but he does send his younger brother Eddie "Skate" Hunter on his behalf, and later backs the heroes up with a helicopter.
Streets of Rage 4[]
When the Y Syndicate returns under new management, the police find themselves fighting both against the Y Syndicate and against the vigilantes they can no longer support.
