Nora is an enemy from Streets of Rage, and later returning as a boss in Streets of Rage 4. She's a dominatrix who finds pleasure in torturing others, joining the original Syndicate Crime Organization, and later the Y Syndicate.
Overview[]
Nora is a woman clad in a red dominatrix suit who fights with a whip. In the original Streets of Rage, she has blonde hair, while in Streets of Rage 4 she has a light blue, almost greyish hair.
She works for questionable members-only clubs, where everyone calls her "Queen". Encountered fairly regularly, she can knock the player down with her whip. If the player knocks her down, she won't get up until the player moves away from her, turns their back to her, or after quite a bit of time. Be prepared for a whip attack once she does get up.
One of Nora's, Stiletto, had black clothes, and whenever she was attacked, she knelt down and begged for her life. Stilettos can't attack when she's begging for help.
Streets of Rage 4[]
Nora returns as the boss of Stage 3. She is constantly aided by everspawning Galsias, whom she can whip to power them up, granting them more health and permanent super armor, which switches their names to "Galsiaaaaa" and changes their hair color to shining yellow; if she whips them again while in this state, she restores any of their lost health. Nora gains super armor when getting up from a knockdown.
After Nora is defeated, she goes into a breakdown to crash the ship into the pier.
Variants[]
Nora has three variants, which are actually weaker than her and have less health, while also not being able to empower Galsia:
- Queen, blonde and clad in a green suit.
- Belle, brunette and clad in a yellow suit. Her whip is imbued with lightning, shocking players when whipping them. She has the same health as Queen.
- Stiletto, blonde and clad in a black suit. Unlike the others, her whip attack moves in the Y axis instead of just attacking in a single line of the X axis, which allows her to track the player. She has more health than Queen and Belle, but less than Nora.
In Stage 5, when playing on the Mania+ difficulty, Belle and Stiletto appear once Nora reaches certain health thresholds. During Stage 11, the three variations simultaneously appear before facing Mr. Y.
Move List[]
- Whip Lash: used by all variants. She winds up a bit and releases a powerful lash that knocks the player away. In Streets of Rage 4, Nora's version empowers Galsia, while Belle's shocks players.
- Whip Combo: used by all variants, only Streets of Rage 4. She performs two quick whip attacks, and finish with a lash that knocks the target away. Nora's version empowers Galsia.
- Feign Defeat: only used in the first Streets of Rage. When knocked down, she'll often kneel down and feign defeat, becoming untargetable; once the player moves away or turns their back, she'll get up and continue fighting.
Strategy[]
In the first Streets of Rage, Nora is a relatively simple enemy to deal with. Given she'll constantly kneel when knocked down, this gives the player some breathing room to deal with other enemies. However, care should be taken as Nora can quickly get up and whip the player.
In Streets of Rage 4, Nora is a far more formidable opponent due to being a boss, as well her ability to empower Galsia. As she gains super armor when getting up, she can quickly whip Galsia, and as spawn nearly endlessly, the player can find themselves quickly overwhelmed. Ideally, the player should try to isolate Nora from the Galsias, preferably to the left side of the room, and throw her against the spiked wall, which can deal heavy damage. The player may also defeat all Galsias but one, as more won't spawn until the "wave" of Galsias is fully defeated. If playing on co-op, one of the players can be tasked into handling Nora while the other deals with the Galsias to keep them away from her.
Against Nora's variants in Streets of Rage 4, the player can just aggressively attack them; they have no super armor get up, and can be pressured effectively. The player can avoid their whip attack by moving up or down in the Y axis; care should be taken against Stiletto, however, as her attacks move through the axis.

- As with all enemies with "themed" names, Nora's variation names all allude to her beauty as status as a sexually dominant woman.
- Nora's resting-on-floor action is used again by Electra in Streets of Rage 3.
- In Streets of Rage 4, during Stage 1, the player can spot items referencing Nora in the background:
- Right at the start, a shop called "Rim" displays the two dominatrix suits on mannequins: a red one (referencing Nora) and a blue one (referencing Belle).
- Before fighting Koobo, the player will come across a sex shop called "Dunk", which has Nora's suit and whip showcased at the entrance.
- Nora and Diva are the only bosses featured in the opening animation of Streets of Rage 4.
- Belle, a yellow-colored Nora in who appears in the Stage 11 of Streets of Rage 4, is a reference to Electra due to her electrified whip. Internally she is even referred to as Electra.
- The cutscene at the end of Stage 3 in Streets of Rage 4 is the only time where Nora's eyes are visible, as they are normally hidden by her cap.
